The design of the "Officially Closed" seal includes the coat of arms.

Cierre Oficial translated literally from Spanish means "officially closed." Such seals are used by postal authorities to seal damaged or censored mail. However, in the case of this issue, it appears to have been used to seal official correspondence much as a wax seal could be used. This usage of an earlier issue of this seal is shown Officially Sealed Mails of the World site.
